Chicago aldermen demanding to know why streetlights are out in so many neighborhoods have gotten some surprising news about who turned them out: vandals and thieves who thrive under cover of darkness.

On the hot seat at City Council budget hearings, Transportation Commissioner Bobby Ware identified streetlight vandalism as a growing and troubling phenomenon that has kept streetlights out for too long on too many Chicago streets.
